Who operates PayBills

PayBills is operated by CentralPay Hub LLC, registered in Tashkent, Uzbekistan, on 20 May 2026. Taxpayer number (STIR): 313 056 856. Registered office: Tashkent, Yashnabad district, Mashinasozlar mahalla, Mavlono Riyoziy street, 1st lane. It is the party to our Terms and Privacy Policy.

What PayBills is and is not

PayBills is a payment facilitator: each payment settles a named bill at a named provider, our commission kept and the rest forwarded on.

It is not a money transfer or remittance service, not a bank and not an e-money institution: it holds no customer funds, no wallets or balances, and never moves money between people. A licensed acquiring bank charges your card; a licensed Uzbek aggregator delivers the payment.

How a payment moves

• You pick a provider and enter the account number printed on the bill.

• Card details are entered on the acquiring bank's own page; the full number never reaches PayBills, only the brand and last four digits.

• The provider credits the account - minutes for a utility bill, about 30 seconds for a mobile top-up - and a receipt carries its reference number.

Price

Payments from abroad carry a 3.5% commission, 0% for the first 14 days after sign-up; from inside Uzbekistan a soum card pays the bill amount itself. Our exchange rate includes our margin, so it differs from the Central Bank reference rate, and the rate applied and the full total are shown before you confirm - nothing is added afterwards.

Where PayBills runs

On the web at paybills.uz, as an Android app on Google Play and as a Telegram Mini App from @paybillsuz_bot. No iPhone app yet.

Languages

The site, app, receipts and support work in English, Russian and Uzbek; the language switches from the menu without signing in.

Current status

Card payments are not connected yet: you can create an account, browse providers and walk a payment through, but a real charge returns an error while the acquiring bank integration is finished. The site-wide notice runs off the same setting, so both retire themselves.
